Libby served as lead investigator on numerous high-profile cases, including two men's basketball investigations tied to federal bribery cases in the Southern District of New York. She conducted hundreds of interviews and argued cases before the Committees on Infractions, bringing a meticulous and strategic approach to complex enforcement matters.

As chair of the enforcement department's investigative techniques group, Libby advanced the use of open-source intelligence and device imaging while mentoring interns and fostering an equitable workplace. Her leadership helped modernize investigative practices and set new standards for the department.

Before joining the NCAA enforcement staff, Libby served as Director of Compliance at the University of Michigan, overseeing rules education and monitoring for 29 sports and helping launch a program supporting elite and Olympic-level athletes. Her experience on both sides of the compliance and enforcement process gives her unique insight into how institutions and athletes navigate NCAA regulations.

As captain of the University of Kansas track and field team, Libby led the program to a top-ten NCAA finish in 2008, with the team later earning induction into the Kansas Athletics Hall of Fame. Additionally, she is a former Kansas high school state record holder in the pole vault. Her athletic background and leadership informs her understanding of the pressures and challenges facing today's college athletes.

A cancer survivor, Libby is actively involved in initiatives supporting breast cancer awareness and research, as well as leadership and career development for women in sports. She earned her law degree from the University of Kansas and is licensed to practice in Indiana.
